Final Evaluation of the ‘Strengthening Capacity in Agriculture, Livelihoods, and Environment’ (SCALE) Award

Bodhi conducted the final evaluation of the SCALE Award, a five-year capacity strengthening, knowledge sharing and learning initiative from January 2018-January 2023 funded by the USAID Bureau of Humanitarian Aid (BHA), with a budget of USD $4.9 million. It was aimed at strengthening the impact, sustainability, and scalability of BHA-funded agriculture, natural resource management, and off-farm/non-farm livelihood activities in both emergency and non-emergency contexts, fostering more resilient agricultural systems and enhancing income opportunities. Our evaluation assessed the Award's design, relevance, effectiveness, engagement efficiency, and sustainability. We examined how the initiative contributed to improving food security and agricultural resilience across its target areas. The evaluation process involved analysing the Award's impact on capacity building and knowledge dissemination within the agricultural sector. It employed a mixed-methods approach, using key informant interviews, focus group discussions, and an online survey for data collection. The findings and recommendations were designed to inform future food security support mechanisms and other capacity strengthening and learning activities, providing valuable insights for enhancing similar initiatives in the future.
