Bodhi conducted a Cultural Political Economy Analysis of the Ethiopian higher education sector. This analysis examined the political, economic, and cultural context in which the University Partnerships for Peace Education and Research (UPPER) operates in Ethiopia, a three-year project implemented by the British Council and co-funded by the European Union and the British Council. . The study focused on the relationships and structures among key project partners, stakeholders, and beneficiaries involved in developing and delivering peace education in universities. Our analysis aimed to provide insights to enhance the effectiveness of peace education initiatives within Ethiopia's higher education system. Findings from this study supported the inception phase of the UPPER project by enabling the project to take an adaptive approach to programme development and implementation. A mixed method multi-level approach was used in analysing the role of universities in peacebuilding at the national, regional and local levels, involving a desk review, 7 key informant interviews and 8 focus group discussions.
