About the Role
We are seeking experienced research professionals to join our team for a comprehensive education sector study in Timor-Leste. This important research will examine access to education, barriers to school attendance, and develop evidence-based policy recommendations to strengthen educational outcomes for vulnerable children. The study will employ mixed-methods approaches combining quantitative data analysis with in-depth qualitative research across multiple municipalities.
These positions will be based in Timor-Leste, with extensive fieldwork required.
Key Tasks and Responsibilities:
- Conducting comprehensive desk reviews of education sector documentation, policies, and relevant literature
- Supporting quantitative data analysis to develop profiles of educational access and exclusion patterns
- Designing, field-testing, and implementing qualitative research tools including survey instruments
- Facilitating focus group discussions with diverse stakeholders including children, parents, educators, and community members
- Conducting key informant interviews with government officials, civil society representatives, and development partners
- Training and supervising teams of enumerators for data collection activities
- Analysing barriers preventing children from accessing education, including socio-economic, cultural, and environmental factors
- Contributing to data analysis, synthesis of findings, and report writing
- Ensuring gender-responsive and inclusive approaches are integrated throughout the research process
- Supporting stakeholder engagement and validation workshops
- Maintaining ethical standards when conducting research with vulnerable populations
Person Specification
Qualifications and Experience:
- Postgraduate degree in education, sociology, anthropology, statistics, or relevant social science discipline
- Minimum 5 years' proven experience conducting quantitative and qualitative research in development contexts
- Demonstrated expertise in education sector research, particularly studies focusing on educational access and equity
- Strong experience facilitating focus group discussions and conducting semi-structured interviews
- Proven ability to analyse complex datasets and synthesise findings from multiple data sources
- Experience working with government stakeholders and development partners
- Fluency in both English and Tetum is essential
- National of Timor-Leste strongly preferred
- Experience researching vulnerable populations, including children affected by poverty, disability, child labour, or gender-based exclusion is highly desirable
- Familiarity with international education frameworks and methodologies is an advantage
